I'm playing RS nearly every night. If you are having trouble finding a server with the good sense to run 2MAD, let me know. You can ICQ (if your first message says only "wassup", you get moved to the "ignore list") me or even e-mail me and I'll hook you up. There are quite a few people who run the 2MAD mod, despite the oppression from the powers-that-be, but most of them are IP gaming. Fight the power. Find one of the rebellious cliques that have the hook-up. If you can't, I'll help you. BTW: If you already have a decent group of moving targets, just give them the damn mod. Lemme' know if you love it or hate it, or even what you want to see in it. Your feedback is the only reward I get for this (unless you send me a check of course, just e-mail it to the address below).
Some Tips:
I would suggest grabbing a copy of Gamespy and configuring it's filters for Rogue Spear to look for games running 2Mad or purchase Kali (it's only $20 and supports a billion games or so) and search for games running 2Mad. You can also host/play with 2Mad using the included Launcher on the Zone (see the Launcher's help files for details), so you may want to look or even host there.
