S-1 Job Description


Keep the manning board posted and up to date

The Personnel Officer maintains a manning board on the whyteboard in the staff office. He or she also maintains a copy on the S-1 computer’s hard drive and on floppy disk.

Changes made within the units need to be reported to the S-1 so that appointment orders can be cut and changes made to the manning board. All changes will be briefed during Staff Meetings.

Maintain up-to-date rosters

The Personnel Officer maintains up-to-date battalion rosters that are able to be sorted by field. The following fields will be maintained at a minimum: Name; Rank; Race; Sex; LET Level; Grade Level; Phone Number; Address; Birthday. Drops and Adds will be briefed during Staff Meetings. An up-to-date roster will be provided to the instructors, the BC, the XO, and the CSM during the Staff Meeting.

Maintain up-to-date files

Files will be kept on each cadet in the following manner:

          a. JUMS3 file kept with accurate demographic and progress in ROTC (awards, promotions) information on each cadet. This is saved on the S-1 computer’s hard drive and on floppy disk;

          b. Paper file on disciplinary and performance records will be kept in the S-1 section. Controlled access to these will be granted by the S-1 to instructors, staff members, chain of command or the cadet him or herself.

Awards and Promotions

          a. Awards are accomplished in the following manner:

                    1. An award recommendation if filled out by the instructor or the chain of command;

                    2. It is initialed for approval by the instructor and chain of command;

                    3. The S-1 cuts orders and sends it to the SAI for approving signature;

                    4. Upon approval, the S-1 requests the award itself from the S-4 and places both in the cadet’s platoon’s box for award on the next uniform day.

          b. Promotions are accomplished in the same manner with the following additional requirements:

                    1. Promotions to SGT require a cadet to pass the hands-on drill routine test;

                    2. Promotions to SSG or above require a successful appearance before the NCO or Officer Board.

          c. All promotions and awards will be annotated in the cadet’s JUMS3 file.
